Lower pear prices in Mumbai compared to Goa

In Mumbai, not only income are higher, and harassment, extortion of intelligence, security agencies far lower , food prices are also far lower, making it possible to save far more money in Mumbai, For example in July 2017, in panaji, goa , most shopkeepers are quoting a price of Rs 160 to Rs 180 per kilo for pears . However in Mumbai between 19 July and 21 July 2017, multiple fruit vendors were only charging Rs 100 a kilo for pears clearly indicating that prices in goa for exactly the same product are almost double
Pears are grown in North India, nearly 1800km from Mumbai and the cost of transporting them a few hundred km south should not cause a very great increase in prices. It would be interesting to know why prices are so much higher in Goa
